Who dominates the political spheres of your world?
While on the surface each citystate controls its own politics, the reality is that there are a variety of factions vying for dominance. While citystates likes Archion have tried in the past to expand their reach through military means, each time they have been repelled.
The closest thing to a 'world order' would be the Dying Lotus, a secret interstate group of peacekeeper who have kept the citystates from open war for many years. In recent years keeping the peace has become a harder and harder task, as the long years of relative stability have caused the less fortunate citystate to look greedily beyond their borders at the wealth of their ill-prepared neighbors.
